Planning Matters
As a Community Council we have the right to be consulted on planning applications in our area and we provide feedback where appropriate. There is always an agenda item on planning matters at our open meetings with update reports on the status of planning proposals of significance.
The City Council Planning Committee meets on a weekly basis to decide on the applications. The City Council Planning Department publishes weekly lists of both Planning Applications and Planning Decisions. There is also online access to their database of all the applications going through the system and of the decisions made over the last few years. This Planning Portal gives very complete information including application documents and detailed plans. It allows searches by property, by planning application, by district or even by Post Code. It also allows group searches on multiple parameters - for instance by Community Council area and by date range. The appropriate links are provided below.
In August 2011 Miller Homes made planning applications and associated listing building consent application in respect of the remaining corner of land at Redhall House Drive. Full details are available on the Planning Portal for the full applications here and here.
Also in August 2011 there was approved a change of use for Craighouse and grounds from University to residential. This is the start of a consultation and planning process prior to Napier University vacating the site in 2013. The PAN can be seen here. There is also information on the Craighouse Partnership website and on our own Craighouse Local News page.
For clarification PAN refers to a Proposal of Application Notice which is “a notice provided by the prospective applicant where pre-application consultation is required and giving information on the proposed development and outlining the intended consultation with the community”. This is the first statutory step now required for any large development. It does not mean that the actual development has been approved. There will be further consultations take place before a full and detailed planning application is lodged with the Council Planning Department. At that stage the public will be able to make comments on the actual plans either on-line or in writing.
In July 2009 an application was made for a 60 bedroom Care Home at Meggetgate. In July 2010 a revised scheme was put forward and this was subsequently passed subject to access improvements being made. Full details are available here from the Planning Portal. A further application was made in June 2011 in respect of access changes (11/01988/FUL).

In April 2008 there was an application lodged in respect of Redhall House and grounds. This was for "Change of use and internal alternations to convert the former house from offices to 6no residential flats, external alterations to existing pedestrian access and parking spaces". Full sets of drawings are available here. Approval was granted in July 2008 but in the event no progress has been made, presumably because of market conditions.
